If the home team consider that the ground for a Saturday fixture is not fit for a game of cricket, then the club can request for a Rain Panel Umpire to make a decision in advance of the game, to save the cost of travelling, and any other expenses.

The home club must ensure that sufficient time is available for the Umpire to attend, and undertake a thorough investigation before making a final decision.

Any discussion to cancel a game must be made at least two hours before the scheduled start, so it is imperative that enough time is allowed for the pitch inspection. In practice, this requires the home club to make contact with the Rain Panel around 9.30am on the day of the match; thus allowing for travel time, the inspection itself, maybe consult with colleagues and then inform the club of his decision.

In the event of a cancellation, the Rain Panel Umpire will inform the appointed Umpires, and the Home club will inform the Away club.

If the Rain Panel Umpire believes that play is possible, he will inform the Home club of his decision, and allow for the appointed Umpires to attend the match as normal.

The Rain Panel Umpire may charge £10 at the time of the pitch inspection, and this will be paid by the Home club. It is recommended in such instances, that the Rain Panel Umpire takes photographs, if possible, to support his decision to cancel the game. When informed that their game has been cancelled, the appointed Umpires should contact the Umpires Appointed Secretary, to see if an alternative fixture is available.
